Instructions:
Combine pasta, vegetable broth, milk, butter, garlic, Italian seasoning, red pepper flakes, salt, and pepper in a large pot. Bring to a boil over medium-high heat, stirring occasionally. Reduce heat to medium-low and simmer for 10-20 minutes until pasta is al dente and most of the liquid has been absorbed. Flour and stir in grated cheese until melted and creamy.
